Whether you need a visa for Turkey depends on your nationality
Foreigners who will stay in Turkey for up to ninety days come with a visa obtained from the consulate of the country of which they are nationals or in which they are legally present, stating the purpose of their visit (Law No. 6458, Art. 11/1). Article 12/1 lists the foreigners from whom no visa is required on entry: nationals of countries exempted from visas by agreements to which Turkey is a party or by a Presidential decision (Art. 12/1(a)); foreigners who hold a valid residence permit or work permit on the date of entry (Art. 12/1(b)); holders of valid stamped passports for foreigners issued under Article 18 of Passport Law No. 5682 (Art. 12/1(c)); and persons found to fall within Article 28 of Turkish Citizenship Law No. 5901 (Art. 12/1(ç)). Article 12/2 adds situations in which the visa requirement may be waived on entry.
For a stay provided by a visa or a visa exemption, the stay cannot exceed ninety days in every one hundred and eighty days (Art. 11/1). What the Ministry of Foreign Affairs entry is, and what it is not
The country entries on this page come from the Ministry of Foreign Affairs page “Visa Information for Foreigners”. They are an administrative publication of the authority that applies the visa regime: not legislation, and not published in the Official Gazette. The Ministry publishes them in English only, and they are reproduced here word for word. Entries often distinguish between ordinary passports and official, diplomatic, special or service passports; sentences about ordinary (tourist) passports are highlighted in the tool.
The residence permit fee also depends on your nationality
The Presidency of Migration Management publishes residence permit fees as five nationality groups with amounts in US dollars, a list of exempt nationalities and a general Turkish lira tariff for the remaining nationalities. The table below shows the group for each nationality exactly as published; it is likewise an administrative publication, not legislation.

When a visit turns into a longer stay
Foreigners who will stay in Turkey longer than the period granted by a visa or visa exemption, or longer than ninety days, must obtain a residence permit (Law No. 6458, Art. 19/1). The guides below take the question from there.
Questions about visas for Turkey
Do I need a visa for Turkey?
It depends on your nationality and your passport. Foreigners who will stay in Turkey for up to ninety days come with a visa obtained from a consulate (Law No. 6458, Art. 11/1), but no visa is required from nationals of countries exempted by an agreement to which Turkey is a party or by a Presidential decision (Art. 12/1(a)), and Article 12 lists further cases. The Ministry of Foreign Affairs publishes, country by country, which passport holders are exempted and for how long; the tool above quotes that entry for your nationality.
How long can I stay in Turkey on a visa or visa exemption?
The stay provided by a visa or a visa exemption cannot exceed ninety days in every one hundred and eighty days (Law No. 6458, Art. 11/1). Some Ministry of Foreign Affairs entries state a shorter period for particular passport types; the entry for your nationality shows it.
Do I need a visa if I already hold a Turkish residence permit?
No visa is required from a foreigner who holds a valid residence permit or work permit on the date of entry into Turkey (Law No. 6458, Art. 12/1(b)).
Why is the visa entry shown in English only?
The Ministry of Foreign Affairs publishes its “Visa Information for Foreigners” page in English only. This page reproduces each entry word for word rather than translating or summarising it, so that nothing is added to what the Ministry says.
